Bad position for the "Delivery Options" drop-down fields

[Affected platforms]:
Windows 10 x64, Mac 10.13, Ubuntu 16.04
[Prerequisites]:
- set the pref dom.payments.request.enabled to "true"
- make sure to have at least one Shipping Address and saved CC
[Steps to reproduce]:
1. Go to "https://rsolomakhin.github.io/pr/delivery/" and click on "Buy"
2. Choose any available Delivery Address
3. Select the empty drop-down field of the "Delivery Options"
[Expected Result]:
The drop-down field of the "Delivery Options" should be correctly displayed.
[Actual Result]:
The mentioned drop-down is changing the position for several seconds.

I couldn't reproduce this issue. Environment:
- OS: Ubuntu 18.04
- Firefox: 65a1 (2018-12-05)
When I select a Delivery Address, an Error message ("Can't deliver to this address. Select a different address") pops up. If the address is an address within USA, the messaged fades away after a while and an option is automatically selected. When I click on "Delivery Options", the drop-down is correctly displayed.
