I managed to open two sets of dev tools in the same page. One of them has no content though.

Steps to reproduce
1) open new tab
2) type URL you want to visit
3) open dev tools with a keyboard shortcut
4) hit enter to go to the URL
5) dev tools are empty on new URL
6) use keyboard shortcut to "close" dev tools and end up with a separate functional set of dev tools

I saw the dev tools partially open on the new tab page before going to the new URL.

I can't inspect the empty tools with the working set.

I tried to reproduce with my steps above but wasn't able to.

Probably a weird one time thing 🤷‍♀️

Oh, I should add: Nightly 65.0a1 on MacOS

I have seen this once before too, but like you I wasn't able to reproduce.
I think this might have to do with navigating from a local page to a remote page (something like going from about:newtab to www.mozilla.org) because doing so closes and re-opens devtools (because it needs to switch targets). If an error occurred while closing the first devtools, then that would explain why it stayed there.

Nowadays, we have a new error reporting UI, which should indicate some error message and a stack trace on the almost empty duplicated devtools.

Feel free to reopen if this issue still occurs.
