Can we remove these files now that there no XUL <progressmeter> on Trunk anymore? https://searchfox.org/mozilla-central/search?q=progressmeter.css (or at least remove the "progressmeter" rules in them)
Yes, but you might end up having to remove tests that rely on them, so you might as well remove everything that is mentioned in bug 1499947 at once.
