When a file is small, mozilla displays the download dialog even though its going
to download the file in 100th of a second. Its annoying seeing the dialog
flicker. The download should only open if the download time is over a couple
seconds, not 0.05 of a second. This should also make things quicker, since the
download dialog doesnt show.
Reproducible: Always
Steps to Reproduce:
1.Go to http://www.egavin.com/gallery/. Right click on thumbnail.
2.Download image. Turn off Keep open option in dialog.
3.download more thumbnails.
Actual Results: The dialog flickers for a millisecond.
Expected Results: The dialog shouldnt show up.
