Staging was disabled awhile ago on all platforms for different reasons. I was recently informed that the reason it was disabled on Windows has been resolved and I have been running with staging enabled for the last month.

At a minimum we should enable staging on Windows. Bugs affecting other platforms should be evaluated and from that whether they should also be enabled should be evaluated.

Try looks good on all platforms

There don't appear to be any old staging bugs on Windows so I am enabling it so it will go to release.
I went with EARLY_BETA_OR_EARLIER for OS X and Linux because of Bug 1123698 and Bug 1288321
We'll decide whether to re-enable staging on OS X and Linux for all of beta and release later but I want to go with this to prevent it riding to release without fully evaluating it.
