Sometimes when opening a new window no text can be entered into forms or the URL
bar.  Opening another new windows always fixes it.

Reproducible: Sometimes
Steps to Reproduce:
1.Open a new browser window
2.Can't enter text
3.

Actual Results:  Could not enter text.

Expected Results:  Let me enter text.

Only happens sometimes, not every time.
