Details

We use the APPLICATION_REPUTATION_LOCAL telemetry[1] to record the result of finding URLs in local blocklist and whitelist. Intuitively, we will assume this is recorded per download, however, this is recorded per local lookup which a single download may trigger multiple(final URL, referrer, certificate, and redirects). We should add a description about this so people won't misunderstand its function.
