According to what was said in https://bugzilla.mozilla.org/show_bug.cgi?id=1339114#c6 the STAGE base URL should be:
https://firefox-settings-attachments-cdn.stage.mozaws.net/

The value comes from this setting value:
https://github.com/mozilla-services/cloudops-deployment/blob/070ee8fd149add07696b9204e5b062b1b587e8c7/projects/kinto/puppet/modules/kinto/templates/kinto.ini.erb#L161
