[Steps to reproduce]:
1.Open FF.
2.Open multiple tabs.
3.Select all of them.
4.Go to the Active tab and while holding CTRL, click on it.

[Expected result]:
- Clicking on the active tab that is in a multi selection carousel , with CTRL held down, must change the Active tab to the next available one from the carousel.

[Actual result]:
- Clicking on the active tab that is is a multi selection carousel, with CTRL held down, changes the Active tab randomly in the carousel.

[Regression range]:
-This issue is not a regression
