Details

Google announced a new type of safebrowsing warning for deceptive mobile billing pages. Since these things trick users into easily spending money (often just putting in their phone number is enough to get billed) we should support it if we have or can get permission to use that Safe Browsing list https://blog.chromium.org/2018/11/notifying-users-of-unclear-subscription.html
francois says the chromium check-in for this was https://chromium-review.googlesource.com/c/chromium/src/+/1163286/
The underlying list it uses (the BILLING threat type) is not yet available outside of Chrome. Google will let us know once their rollout is finished and we can use it.
