User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:63.0) Gecko/20100101 Firefox/63.0

Steps to reproduce:

1. download any file with Firefox.
2. delete or move the file upon finished.
3. open download panel.


Actual results:

there is no mean to re-download the file.


Expected results:

there shall be a button to re-download such files since download address has been recorded.

It makes sense to me, I'm not sure why the current interaction was chosen though, there may have been reasons from an UX point of view. that should be clarified when someone works on this.
