Steps to reproduce:
Noticed this regression starting from a build earlier this week. No changes have been made on the user end via extensions, theming or otherwise in the timeframe for the bug. Reproducible on every use of Firefox 65a, neither safe mode nor refreshed profile corrects the issue.
System is using Windows 8.1, in case that makes any difference! Nightly build 65a1 20181108220756
Actual results:
Firefox paints over the windows UI buttons without providing alternatives in their place. All window controls are either obscured by Firefox UI or made completely invisible if a theme (via Firefox Color, for example) is applied.
Expected results:
Firefox should not obscure window controls unless providing their own UI in its place.

Forgot to mention! The Windows corner buttons may be invisible, but they're still the active buttons in that area. I cannot use the Firefox UI in that corner at all - the New Tab button and Tab listing dropdown menu instead Minimize and Maximize respectively.
