As far as I understand, current Cloud Storage feature uses official clients sync folders. It has drawbacks. 1 some cloud storages have API to upload remote file: via API user sends there URI of a file, the storage downloads the file itself without passing a file to user's PC 2 some users prefer not to have synchronization but to use it as an on-demand storage and not to keep files locally. Son9t may be beneficial to interact to cloud storages directly via API.

The Cloud Storage feature was only deployed as an experiment, and I haven't seen recent activity in Bugzilla, nor I am aware of any plans to develop the feature further at the moment. The work was originally tracked in meta-bug 1357160.
