Steps to reproduce:
First do not enter your masterpassword at startup (my startpage is google where I have an account).
Then open History/Show All History.
Next choose an abitrary entry and select "forget about this site".
Firefox Version is 63.0.1 64 Bit German
Actual results:
Firefox then asks twice for the master password if you always press cancel.
It is independent of the actual tab, which is actually only the one "https://bugzilla.mozilla.org"
Expected results:
Since I am still at no website where a password can be entered, firefox must not ask (and not ask twice) for the masterpassword.
