Nightly 65.0a1 BuildId 20181108220756

[Steps:]
1. Open Nightly
2. Open about:performance
3. Refresh the tab with F5 or reload the page with the Reload button


[Actual Result:]
 The tab title flickers(shows "about:performance for a moment)

[Expected Result:]
"Task Manager" title should be displayed while the tab is reloaded, without flicker
