[Precondition]

Navigate to about:config and enable the Changes feat. ( devtools.inspector.changes.enabled - True)
Install a RTL Nightly build - AR 

[STR]

1. Launch Firefox and enable the Inspector.
2. Navigate to Rule View and perform a few changes.
3. Navigate to Changes tab, and scroll right/left.
4. Observ the scroll bar.


[AR]
There is a small ''room'' left (1-2px) for the user where he can scroll right and left. This is also valid for the rule-view pane.
The vertical scroll bar covers the (-/+) changes icons, especialy when focused.


[ER]
The user should not be able to scroll right and left in neither of the panes (including the Changes tab), and the Vertical scroll bar should not overlap with the +/- icons that indicate the recorded changes.

I will close this as a duplicate of Bug 1506455. Even though it's not really a dupe, the fix for this will need to be included in the fix for that.
