1. Visit bbc.com
2. Scroll the page to hide the bottom toolbar.
3. Long press on a title and select "Open in New Tab".
4. "Switch" to the new tab when prompted.
5. Scroll the page to show the bottom toolbar.
Result: The toolbar doesn't show up when scrolling the page.

I can't repro, I included a video testing this bug out. Perhaps this bug requires a specific set of gestures to reproduce.
Interestingly, the toolbars don't show when 'Switch' is used, I am not sure if this is by-design or accidental.
The fix for https://bugzilla.mozilla.org/show_bug.cgi?id=1413705 caused this. Reverting that patch.
