Details
6/10 commercial trunk build. 1.) With a new profile, in the Device Manager, enable FIPS. Click OK and OK. 2.) Attempt to reach a secure site. What happens: You cannot reach a secure site, and are not asked to setup a master password. I get error messages such as -12204 and -8182. What is expected: That I be asked to setup a master password when enabling FIPS.

Is the workaround to set up a pwd before enabling FIPS?

Sigh. Bug 106587 is ready to go in and has been waiting for superreview for over three months. It fell off my radar. I will go and someone else to sr it.
Depends on: 106587

I suggest to resolve this as wontfix. While this problem continues to happen with existing profiles, having FIPS already enabled, those profiles aren't really usable anyway, until the user manually fixes it. Now that bug 106587 has been fixed, we'll prevent creating such profiles in the future.
