Although I'm not sure know what this error causes or is caused by, my guess is that this bug is probably a side effect of bug 1502182, I am tentatively blocking it until further investigation.

I agree that this is a regression from bug 1502182. I removed the function `PreferenceRollouts.closeDB` in that bug. I'll also investigate why tests didn't cover this originally.

I have reproduced this bug with Nightly 65.0a1 (2018-11-13) on Windows 7, 64 Bit! This bug's fix is verified with latest Beta! Build ID 20181211223337 User Agent Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:65.0) Gecko/20100101 Firefox/65.0
