When running dual monitor through Plugable USB occasional unresponsive band appears at bottom of browser but only on one monitor

Steps to reproduce:
Open browser or thunderbird on main monitor
Actual results:
Unresponsive band at bottom of window. This does not always happen, but it is similar for both Firefox and Thunderbird. If I drag the window to the other monitor it looks and acts fine. This is only with Firefox and Thunderbird, all other programs do not have this issue.
Expected results:
Should have displayed whole window

I now believe that this is not a firefox/Thunderbird issue. I believe it to be a pluggable issue.
