In bug 1359837, I added a hack to allow a locked xpinstall.enabled to prevent mozAddonManager from being used. This is a better fix per aswan. Note that I can't do the clever things that web page installs do where they show a nice popup, but this at least handles xpinstall.enabled properly in both the locked and unlocked case.
