We know we have ~3.4MM people on Firefox 45-51 who don't get counted toward aDAU and are addressable by Shield. We want to ship an .xpi to fast track these users. We need to consider messaging these users to either enhance the .xpi effort. This ticket is to coordinate this to be sure we have an optimal user experience to achieve the most amount of growth possible.

Priority: -- → P1
Mythmon, please confirm if these users can be reached by shield. If they cannot, we will need to re-use the old add-on hotfix used in years past.
