150725 - Labels are lost after the mail is copied to the imported mail from Outlook Express

Steps to reproduce:
- import mail from the Outlook express;
- now you have a folder under your Locals folders called "outlook express mail"
- select a message in your Inbox;
- label it;
- copy/move message to the Outlook express folder;

I think the bug is more general (and therefore more serious) than described
here. In particular, I don't think it's specific to Outlook/Outlook Express
users. Using Moz 1.1b (Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.1b)
Gecko/20020721), I'm seeing that labels are being lost when I move a file from
one Mozilla mail folder to another. e.g.

1) receive a new incoming message in one Mozilla folder (strictly speaking, it's
not the "Inbox" per se but a folder called "aaaInbox" which is a subfolder of
Inbox that I automatically filter incoming mail addressed to me to)
2) label it important (red)
3) move it to another subfolder of Inbox called aaaToDo
4) open aaaToDo

Expected: message is still labeled important
Actual: label has disappeared

Suggest renaming this bug to "labels are lost after mail is moved to another
folder." Nom. mozilla1.1

Eric, i can see it happening only when i move mail between accounts (e.g :
between POP and  IMAP and vice versa) but i do not see this problem within the
same account. Olga, i believe there is (or was) a bug for that. Cc'ing Laurel

See bug 127141 for the main cross-account problem.  However, there are some
servers which don't support storing the labels, which means they would be lost
when moved among folders on that same server.  Our WebMail and AOL accounts are
examples of this (with commercial build).  Condition(s) release noted already in
beta and will be in rtm.

To clarify, there is no bug report for the latter condition I mentioned --
server limitation, so we have no corresponding bug.  

And, FYI, there is also an offline label storage issue -- see bug 141606.
