This bug covers converting about:sessionrestore ( https://searchfox.org/mozilla-central/source/browser/components/sessionstore/content/aboutSessionRestore.xhtml) to using Fluent for localization.

FWIW, I think a bunch of stuff is shared with about:welcomeback so you may want to convert both in one go.
And as Gijs said, this bug also convert about:welcomeback(https://searchfox.org/mozilla-central/source/browser/components/migration/content/aboutWelcomeBack.xhtml) to use Fluent for localization.
