This is stage one of the three-stage scheme for PGO builds. This is mostly just running a build with MOZ_PROFILE_GENERATE set, equivalent to the pgo_profile_generate and pgo_package steps in the current scheme. This bug covers making sure the build system/packager is equipped to do this and everything works as expected in automation. I'm going to take a look at this, starting with linux.
