Details

1.) Visit the above site - a site with secure and insecure content.
2.) Un-check the box in the warning dialog, and continue.
3.) Restart the app, and decide that now you would prefer to have that warning 
appear in the future when visiting that site.
What happens: There is no way in the UI to do so.

yeah, there are a bunch of things you can turn off and then not back on again.
we need a pref panel for that.

what are the other prefs that can't be turned back on?
1.) Loading a page that supports encryption.
2.) Loading a page that uses low-grade encryption.
3.) Leaving a page that supports encryption.
4.) Sending for data from an unencrypted page to an unencrypted page.
5.) Viewing a page with an encrypted/unencrypted mix.
#4 never gets presented to the user, nor will it.

What would be the best place to put these prefs?  New pane named 'Security'?
Or perhaps rename the current Privacy pane and call it Privacy & Security (or
Security & Privacy)?
