The intended (judicial) use of this API is to temporarily work around web compat issues on a per site basis. For internal GV API users the expectation is that the webcompat team has been notified, has signed off on the usage, and can work to resolve the issue more permanently via outreach.

On a separate bug, for external GV consumers, we might want to add telemetry as a way to catch web compat issues that need our outreach.

This bug is urgent and high priority for FxR, and has product and engineering sign off.
