When there's a single item within an alert, and the alert is checked to show the action bar, items in the status dropdown are obscured. This also makes the items difficult to click, as you need to click outside of the alert bar. See attached screenshot.

Should the sticky functionality be kept for both this action bar and the notes, or removed altogether?

I think the sticky functionality is useful, so I would suggest keeping it for the action bar and notes.
