Separated from bugscape 15229.

The search operator popup menu items are truncated when they are localized to
Japanese. We need a way to localize the width. We can move the values out to
.dtd the .dtd file.

see screen shot in bugscape 15229 for the problem on Japanese localized build.
This is needed in additional with 135089 (already land into trunk and branch) to
fix the localized problem. of course, the localization need to tweak those value
in dtd too.

the current patch won't change a single pixle for english build in ui.

please checkin to the 1.0.1 branch. once there, remove the "mozilla1.0.1+"
keyword and add the "fixed1.0.1" keyword.
