This problem is still occurring on macOS 91.0.2 if another Firefox window is full-screen on any monitor of a multi-monitor setup.
The menu bar and dock will also not appear if Firefox is in the foreground on a second monitor unless you click on another non-Firefox app window or the desktop, and it is not possible to minimize other Firefox windows while any Firefox window is full-screen.

Setting this to NEW as I can reproduce it on macOS Big Sur 11.6 using Firefox 91.3.0 esr, Firefox 94.0.1, Firefox 95 beta, and the latest Nightly 96.0a1. On multimonitor setup, the minimize button on screen 1 is grayed out if on screen 2 a video is playing in full screen.

With Firefox 150 and macOS 26.5 I'm not able to reproduce the primary problem reported here or the secondary issues with the dock and menu bar. Tested with a retina display and a 4k second monitor. Minimizing works as expected, no dock issues.
A lot has changed since this was reported. Closing as WFM since I don't know exactly when or how this was resolved. Please reopen if you're still able to reproduce.
