When the user has scrolled down in the Layout panel, and then clicks on a Flex Item row, they see the flex item panel scrolled mid-way down. (This usually happens when DevTools is short enough to hide some flex items.)

I reproduced this issue using 65.0a1(2018-11-19), on Windows 10 x64.
I can confirm this issue is fixed, I verified using Fx 65.0b10 on Windows 10 x64, macOS 10.13 and Ubuntu 16.04 LTS.
