In some cases it is necessary to know when the first composite has occurred after the compositor has started so that a SurfaceTexture is not rendered until it contains content. Adding a callback to the ContentDelegate for onFirstComposite() will allow the app to prevent a SurfaceTexture with initialized content from being shown.

64=wontfix because we don't need to uplift this API. FxR 1.1 will ship GV 65, not 64.
