Steps to reproduce:
<ctrl-shift-b> does not launch bookmark manager nor does clicking on library, bookmarks, show all bookmarks
Version: 63.0.3 OS: Japanese Windows 10
Actual results:
Nothing. No new window launched.
Expected results:
Bookmark manager should come up

This is about as embarrassing as it gets.
The bookmark manager opened on a different screen in a very small window.

If you like you could do something to change where it launches by default (perhaps near the firefox window you activated the bookmark menu from) but that is purely extra credit.
And now back to your normally scheduled programming lol...
