This is visible in the Trackers sub-panel at all times on Linux at least. Please see the screenshot. Using devtools I found out that this is a <scrollcorner> element.

I think this is just a dupe of bug 1509209, but we can keep it around to confirm...

But note that even when the scrollbar correctly shows up (e.g. on https://www.bleepingcomputer.com) the gray rectangle is still there when it shouldn't be.
