The code that checks whether a tracker is on the basic list doesn't take the urlclassifier.trackingAnnotationTable.testEntries pref into account

Details

A tracker may not be on the basic list but it might have been added through the urlclassifier.trackingAnnotationTable.testEntries pref.  Right now in the front-end we don't check that pref, so trackers that are identified and blocked through that pref aren't displayed in the trackers subpanel.
