1509513 - Add support for the "New Window" command

Description

Bug 1504756 adds support for the new Create Window command of the WebDriver specification. Once it has been landed in Marionette I will add support for it in geckodriver.

I would kinda like to see this feature being available in the next 0.24.0 release.
