I don't have WebRender enabled.
STR:
1. Open two tabs, and point one at a Bugzilla dashboard.
2. Scroll the Bugzilla dashboard page down a bit so that the top bar overlaps some content
3. Switch to the other tab
4. Switch back to the Bugzilla dashboard
ER:
The top bar shouldn't be underneath the dashboard elements on the page.
AR:
The top bar is put beneath a number of items on the dashboard page, and it looks pretty bad.

I don't know when I first started seeing this, but it's been for a little while. I'm also not sure if this is a Graphics bug, or a Bugzilla bug.

Oh, to add to the STR - after step 4, I believe you need to hover your mouse cursor over the content area for the bug to reproduce.
