User Agent: Mozilla/5.0 (Android 7.1.1; Tablet; rv:65.0) Gecko/65.0 Firefox/65.0 Steps to reproduce: 1. Open https://bugzilla.mozilla.org 2. View the bug of your choosing 2. Scroll the page Actual results: The toolbar remains visible. Zooming in and then scrolling produces the correct behavior. Expected results: The toolbar should be hidden.

The behaviour here is due to the fact that the scrollable element on Bugzilla isn't the page itself, but a scrollable <div> (which takes up all the space on the page except the header bar). Movement of the browser toolbar is only hooked up to scrolling of the page itself. I doubt we're going to implement dynamic toolbar movement for subframe scrolling, but I'll let Randall make that call.

Thanks for the report! I will mark this bug as a duplicate of 1435417 since is the same issue.
Should this be reopened as a browser issue per your suggestion in Comment 1?

Not really. They're old bugs and documentation concerning our initial implementation of asynchronous scrolling infrastructure on Android.
