I am aware of the feature but don't think it should happen with the browser in this state. Also of note, it produces the intended behavior on a device that otherwise does not.

True, the keyword here is "fullscreen". I didn't find any previous bug on this issue, and as far as I can tell the interaction between fullscreen mode (where pressing back returns from fullscreen instead of navigating the page) and this feature was never considered in bug 454880. So think that this might indeed be something for UX to decide what the intended behaviour here should be.

Thinking some more about it, I don't see any reason why we shouldn't show the session history popup in fullscreen mode. Choosing a different history entry also properly exists fullscreen mode, so we're not stuck in some weird state afterwards.

Would Firefox thinking it was always in fullscreen cause any side effects?
After exiting fullscreen video on YouTube via the tab history the page couldn't be scrolled requiring an additional tap of the devices back button. Should that be a new bug or a use case for blocking the functionality?

Also, navigating between video pages remained in fulscreen as opposed to actually exitong.
