1509703 - The question about "Submit to Phabricator" can be confusing when there is warning for untracked files

When there are untracked files, moz-phab would show something like:
> Warning: found 3 untracked files:
>   log
>   test.html
> Submit to Phabricator (YES/No/Always)?

It becomes unclear what it means to submit: is it a question for the commit, or for the untracked files?

Probably add an extra line like
> The files will not be submitted with the commit.
> 
> Submit to Phabricator (YES/No/Always)?
would be clearer.
