Steps to reproduce:

65.0a1 (2018-11-25) (64 bits) Windows 10 1809.
can't move the window on the desktop with the menu bar. I must use the tab bar.



Actual results:

Expected results:

tested with current Firefox : window moves with the cursor on the menu bar.
