This is the data science part of bug 1502111 [Shield] Study: IndexedDB Storage Initialization Errors.  

Ben Miroglio is the data scientist.  The sign-offs are all under bug 1502111.

In short, the expected error rate for Beta is between 0.29% and 0.44%, which is the lowest range when compared the Nightly experiment, and the current (non-experimental) Nightly data.

I'd say this feature is OK to ship, pending Luca and David's review.
