Under W2k, if I use the "Full Screen Browsing" mode of Mozilla, it takes up the
full _primary_ screen even when the browser in normal mode is entirely on the
_secondary_ screen.
Reproducible: Always
Steps to Reproduce:
1. Open Mozilla and position a single non-fullscreen window on the secondary monitor
2. hit F11 (switch to full screen mode)
Actual Results: Mozilla consumes the entire primary display.
Expected Results: Mozilla should have consumed the entire secondary display.
