1510258 - Fixup Fennec shutdown sequence

It seems like we copied the shutdown sequence for desktop into the fennec implementation, which doesn't make much sense. In addition it's useful to try and shut down any existing application instance before tests start since we can't have multiple copies of the same app running at the same time.
