It would be nice to support updating a diff without moving from the plan-changes/changes required states back to the review requested state.
Use case: working on a bug where in the process of addressing changes one discovers an oddity that needs discussion from another team member. It would be nice to submit an in-progress diff to be annotated to phabricator.
It's not clear to me by skimming the manual if this sort of behaviour would be supported by arc diff.

You can do this with `arc diff --plan-changes`.

So to be clear, the intention is that we are using both moz-phab -and- arc diff in our workflow?
