Reproduced on latest FF Nightly (65.0a1 (2018-12-02) (64-bit)), Firefox Beta and Release on Windows 10x64. Thanks for the report!

I'm moderately sure this is a dupe of bug 1440506. Unrelated to the bug itself, but why are you changing the border-collapse on the <select> element? border-collapse only affects tables.

it was from adding more stuff to existing css selectors to fix some wonky IE9 display issues. after narrowing down exactly what was going on, i figured you might want to know about it as well. for what its worth, if you add a border-collapse: separate to the parent div, it works as expected.
