Note: I haven't checked menu items in the Linux or Mac environments yet. This is
a first attempt to report general menu bugs. I've concentrated on menu items,
that are enabled, to see if the Control-Command Keys and Access Keys work.

Compose: Functional
1. File
A. Control-Command Keys do nothing
    1. Ctrl+W
    2. Ctrl+Q
B. Access Keys do nothing
In general all access keys highlight the option and don't perform an action,
when they should. Items that have a submenu will display the
contents of the submenu. For instance in the Format menu select "f" and it
displays the "Font" submenu options.
    1. The "C" in Close just highlights the option.
    2. The "Q" in Quit just highlights the option.
