Reproduced on Windows 2000 SP3, Moz 1.3 final. Only reproduced when:

1. User installs custom software (MS IntelliPoint, etc.) to re-map mouse buttons
2. User remaps Minimize to a mouse button, and uses that button to minimize the
Mozilla window

The window remains on the taskbar, but cannot be Restored normally. The
minimize action resizes the Mozilla window to the minimum possible dimensions
(showing only a small fragment of the title bar) and places it off the screen.
The window can be recovered by using the Move command (accessible by
right-clicking the taskbar button) and then repositioning/resizing the window to
its standard dimensions.

Workarounds: Use the Minimize button on the title bar of each window, or the
taskbar commands.

Note that this bug is new to 1.3 final. It was not present in 1.3b or (to my
knowledge) any previous major build.

Can someone check with an older build per comment #2? I have run into the same
problem with Internet Explorer, though I don't remember not running Mozilla
Firebird at the same time. So I'm not sure if it's an WinXP bug.
Resolve this old bug as WFM. If you can provide reproducable steps to reproduce this problem feel free to reopen it.
