To compliment and offset possible loss of FxA signups in the proposed about:welcome Onboarding experiment (bug #1510358), let's also explore how to increase the rate of Account creation using CFR.

Targeting: we will need to figure out what are the best indicators that a user will likely respond to a CFR recommendation for FxA account creation, and for the triggering event that starts the process

Messaging: let's work with the FxA product team to figure out the best messaging that fits with the targeting

Cohorts: I suspect we could run a multivariate test of various targeting alternatives

Data: obviously one measure of success will be the total number of new Account signups a cohort generates, but we should also do a typical CFR funnel analysis and look at cohort 3wk and/or 9wk retention.

This has been resolved by several CFR campaigns promoting FXA in Skyline (70) and 71.
