In bug 1510497 comment 1 is the outline for what we're going to do in prod. In sees reasonable to test this first on dev, to make sure it works as intended.

Going to assign this to israel since he has admin on bugzilla-dev
The pilot group has been created on bugzilla-dev (edit-comments-pilot).
I was unable to find these users' accounts on bugzilla-dev:

Lina Cambridge
Rachel McGuigan
Tara Robertson

Could be because the dev database is old or their account names have changed since then.
Noted, I think that's fine.
